Sample Memorandum of Understanding

DRAFT AGREEMENT FOR CULTURAL AND EDUCATIONAL COOPERATION BETWEEN LEWIS-CLARK STATE COLLEGE, LEWISTON, IDAHO, USA AND _______ UNIVERSITY

In accordance with a mutual desire to promote international cooperation between the United States and Country, Lewis-Clark State College and _______ University join in the following memorandum of understanding for cultural and educational cooperation.

Both Institutions will encourage direct contact and cooperation between their students, faculty members, departments and institutes subject to the provisions of this memorandum.

Lewis-Clark State College and _______ University shall cooperate in fields of teaching and research to be agreed upon. Cooperation in other areas may be arranged by mutual memorandum.

Within the fields of study to be mutually designated, both Institutions agree to the following general forms of cooperation:

  1. Exchange of students and faculty members for study, teaching and research.
  2. Exchange of invitations to scholars for lectures, talks, and sharing of experience
  3. Exchange of invitations to scholars to participate in conferences, colloquia and symposia
  4. Exchange of information in fields of interest to both Institutions

Themes of joint activities and the conditions for utilizing the results achieved and arrangements for specific visits, exchanges and other forms of cooperation will be negotiated for each specific case and in all cases shall be contingent on the availability of funding.

STUDENT EXCHANGE AGREEMENT

In any one year during the term of the agreement a mutually agreed upon number of students from each Institution may be enrolled as full-time students at the other Institution for a period of one semester or more. Students participating in this program may continue as candidates for the degree of their home university.

Each host Institution will offer scholarships to qualifying students from the home Institution. Participating students will be selected by the home Institution generally on the basis of academic merit. It is understood that the host Institution reserves the right to reject any candidate, in which case the home Institution may nominate additional candidates for consideration.

Lewis-Clark State College will offer out of state tuition waivers to qualifying students majoring in Mathematics with a minor in Information Systems, Chemistry, Computer Science, Pre-Engineering, Information Systems Analysis, Electronic Communications or Engineering Technology. Students qualifying for these waivers must have an equivalent of 3.0 grade point average. This scholarship has a value between $3000 and $5000 per year and is renewable for up to four years of consecutive enrollment toward a Bachelor’s degree and up to two years consecutive enrollment towards an Associate’s degree.

Each participating student will take courses regularly offered at the host Institution and will enjoy the same rights and privileges and be subject to the same regulations and discipline as students at that Institution. The Institutions will provide each other with adequate information on the performance of participating students and each Institution will nominate a member of staff to coordinate the program.

The Institutions agree that any incidental fees assessed against participating students under this agreement shall not be greater than those normally paid by students of the host Institution.

The Institutions agree that if residence hall or other suitable accommodation is available, it will be at a cost no greater than that normally charged to the host Institution’s students. The payment of such housing together with the payment for all travel, medical insurance and subsistence costs shall be the responsibility of the individual students participating in the program and neither Institution shall be held liable for such charges. Students selected shall satisfy the home Institution that they have adequate funds for transportation to and from the host Institution and for subsistence during their enrolment at the host Institution.

The agreement will commence April 1, 2007 and continue thereafter for five years subject to revision or modification by mutual agreement. Either Institution may, by notice in writing of no less than six months, terminate this agreement but any students who have commenced at either Institution at the date of termination may complete their courses of study. The Institutions will confer concerning the renewal of this agreement six months prior to its expiration.

Both Institutions subscribe to the policy of equal opportunity and do not discriminate on the basis of race, sex, age, ethnicity, religion, national origin, or physical disability. Lewis-Clark State College and _______ University shall abide by these principles in the administration of this agreement.

This agreement shall become effective upon the date of signature by the representatives of the Institutions and shall be reviewed for extension in five years. Proposed changes to the agreement must be submitted no later than three months prior to their introduction.
