Minutes:
Mr. Williams: Seaboard cardswipe
committee met this week and they are going to begin implementation at the info
desk and in Sodexho on the 21st of March and will be training on the
23rd 24th and 25th of March.
Brandon Lytle: Went over upcoming activities, basketball
tonight in the activity center, texas hold em’ tomorrow night, bowling Saturday, hockey trip Saturday,
rock climbing Friday.
Executive Communications:

President Martinez:
will provide it for Senate’s viewing and ask for feedback.
Covered
new policy for 15 passenger van use from an e-mail sent by Scott Brown.
Thanks
to Dr. Smith for the boathouse information provided. He noted that the contract
has been expired since
President
Martinez talked about a preliminary that he had submitted, wanting to get some
feedback on another bylaw amendment in relationship to
the senator pro-temp and the senate responsibilities, he thinks those of you
that have discussed it with him have given good constructive criticism and
adaptations and encouraged those who haven’t looked at it to do so and make
comments if they like. He will make the
corrections and submit it at a later date.

Budget-
President Martinez covered and asked to look into $40 surplus in Santa’s
Helpers and if approximately $1200 was the final word in the book exchange
income.
The
open media-relations position was discussed.
Senator Johnson questioned as to if there were any specific
requirements. President Martinez said
that yes there were bylaw requirements and there were added requirements made
by him which were a matter of flexibility.
President
Martinez asked that Senator Rodgers schedule Senate Bills #04-F017, 05-F036,
F037, F038, for after the 12 day waiting period, on the agenda for the 8th.

Judicial Communications:

If anyone is interested in running for office for next year the packets
are available in the office.
Committee Reports:
Senator
Bybee- was confronted by a student who had been sold a book at the exchange
that had writing in it and her teacher said she could not use it in class and
he was wondering if we could pull funding out of the book exchange to reimburse
her. President Martinez felt in support
that it should be o.k.’d this one time. Justice Ferguson stated that he felt that
this is covered in the contract and that is the purpose of it. Senator Munguia inquired about a written policy on the table so
that when the buyer comes they can read it.
Senator Caines agreed with the addition of a
signature page and added that we should be careful about what we buy.
President
Martinez reported on the “student fee branch sub-committee” Senator Rodgers
asked if we could possibly do that meeting in the evening sometime.
New Business:

Senate Bill 04-F034- Senator Rodgers motioned to approve Senate Bill
04-F034, authored by Senator Coleman.
Motion by Senator Johnson to amend bill to read “2/3 majority” second
Senator Caines.
Approved.
·
Senate Bill 04-F039- Senator Rodgers decided to withdraw this bill,
with no vote, as it was a bill written by him.
·
Senate Resolution 05-F055- Senator Johnson motioned to approve Second
Senator Munguia.
Dr. Ron Smith commented that no way would the administration use student
fees to pay for the cost of instruction. Senators Bybee and Racich gave their
justification for writing the bill. President Martinez commented on his reasons
for wanting to pass the bill. Senator Nicholes asked to go on the record as stating that she
would be voting against the bill because she felt as if she was not personally
approached about the bill. President
Martinez proposed that perhaps like the SBOE, who has an executive session that
outlines what can move into executive session, we should have an executive
session process. Senator Racich
commented that it was her impression that President Martinez found out that the
legislation was going to be introduced into the house in Boise and he didn’t
have the time to consult the Senate, and it was that which made her decide she
needed to support her president and support his right to do that. Senator
Johnson agreed. President Martinez apologized for not being given the
opportunity to speak with everyone personally. Senator Rodgers asked President
Martinez when it was that he knew the lawsuit was a sure thing. He replied that it was on Friday right around
the dates that it was signed. Vote- 6
Yes, 2 No, passed.
Senate Information Reports:

Senator Nicholes asked if Dr. Smith would
look into a big hole through of water in front of Talkington Hall.
·
Senator Munguia commented that Saturday she
attended the Lambda Theta Alpha Dance and there was a large turn-out of 200-300
people.
·
Senator Bybee asked that if anyone takes the letters to remember that
the students have to be from the state and to put their permanent residence. It
had also been brought to his attention that a student was interested in paying
a one-time printing fee for unlimited printing.
President added that it had been discussed before during Tate Smith’s
presidency and that the main concern was the imbalance of printing amounts to
each student.

Senator Rodgers read a comment card that stated we should do a raffle
for financially challenged students for calculators, etc..but he questioned how a person who is financially
strapped is supposed to buy tickets for a raffle. No one wished to take charge of the effort as
we don’t have the funds for it and it didn’t seem like a very well constructed
plan.

Senator Rodgers introduced guest Margie McLaughlin and Andy Hanson from
Student Support Services.
Andy spoke about retention of more
students and higher-end students.
Margie spoke about the growth of LCSC and
the resulting need of additional daycare for students and the
potential of
assisted cost and possibly free daycare services.
