Ninth Senate

 

Call to order

The meeting was called to order at 4:30 p.m.

 

Roll Call

Present: Senators Bybee, Hanson, Johnson, Mewes, Ojeda, Ramirez, Rawson, Riggers, Sherpa, Smith. President Racich, Vice-President Ambriz, Chief Justice Allen, Associate Justice Schuster, Director of Committees Brott.

Excused Late: Media Relations Director Rohde.

Absent: Ernie Williams.

Audience: Brandon Lytle, Ron Smith, Pam Laird, Senate Secretary Myndie VanHorn.

 

Approval of Minutes:

Motion to approve minutes of October 11, 2005, Senator Ramirez, second Senator Ojeda. Unanimous.

 

Student Government Advisor

          Ernie Williams- Sick.

 

Student Activities Coordinator

          Brandon Lytle- Rollaway on Wednesday 6:30 p.m. October 20 Texas Hold ‘Em at 7 p.m. in the SUB. SPB will be having Andrew Becker the hypnotist on Oct 25, 7 p.m., in the WCC ($2 with ID $4 without)

 

LCSC Administration Communications

          Ron Smith- Nothing.

 

Executive Communications

          President Racich- Will be having a telephone conference with the State Board of Education this week. Will be gathering information for the Health Insurance fees for different colleges within the state. Will be putting together projections for where the rates will be in two years, five years and ten years. Health insurance goes up an average of 18% a year across the country, adding to that the student fees increase of about 10% a year makes it quite an increase for the students. She will be putting together a PowerPoint presentation to present what the future college student will be paying for an education. It should be rather shocking and hopefully when it is done it will give a good punch. Myndie will be helping with the research during the next couple of weeks and Media Relations Director Rohde will be putting together the presentation. Rohde will be going with President Racich to the Dec 1 State Board of Education to present so she can run the presentation.

          Vice-President Ambriz- There will be a Finance Committee meeting next Tuesday after the Senate meeting. Hope everyone had a chance to go to the State Board of Education yesterday.

          Media Relations Rohde- Late, excused.

          Director of Committees Brott- Reminder that the committees that don’t have the Policies and Procedures done need to get those done. If you need a guideline, use the Book Exchange Policies and Procedures.

 

Judicial Communications

          Chief Justice Allen- Have been working on training the Justices. Also, Justice Schuster and CJ Allen have been talking about updating the Election Policies and Procedures to make them more efficient. One thing they have talked about is giving more time for Outreach Centers to get the vote out.

 

Committee Reports

Ways & Means- Meeting tonight. Meetings were cancelled last week.

Diversity- Meeting Oct 19 at 5:30.

Legacy- Meeting Oct 20 at 3:00 in SUB 225.

Student Affairs- Met and talked about the Mid-term grade Resolution. The members have no problem with the premise of the mid-term grades just concerned about the implementation of the mid-term grades and want them to be meaningful. Concerned about what kind of a picture mid-term grades give the students. Explained that this is a weighting issue, and sometimes the mid-terms will give a student a good or a bad picture of where their grades are depending on the weighting of the class (depending on whether most of the grading is before or after the mid-term grades come out). Also discussed the situation with Warrior Zone and the seating issue, members informed Hanson that if there was a Resolution written they will be happy to work with the Senate on the situation. They did not think it was fair what was happening with the seating.

Co-Curricular- President Racich reported that they received several requests for grants. Four were funded fully, they were: Collision Repair, Diesel Power, Web Development and Kinesiology. Partially funded BPA (Business Professionals of America) because they received some other alternate funding. There was a problem with Mock Trial, the Mock Trial Club did not get their paperwork in and were not a recognized club at the time of the decisions and did not receive funding. There has been a letter of concern from Gene Straughn, saying that he sent the proper paperwork through campus mail. Straughn was informed by telephone message at the beginning of Oct telling him that he was not recognized. The Mock Trial club is not recognized at this time.

New Business

          Resolution 05-F003: Non-Curricular Grant Funding.  Presented by author Senator Smith, discussion ensued. Senator Hanson voiced concern that this could be used by varsity teams who wanted to start their own club. Senate was informed by Brandon Lytle that NIRSA (National Intramurals and Recreational Sports Association) rules state that varsity athletes cannot compete or participate in anything that relates to their perspective sport. NAIA code also prohibits athletes from participating in clubs related to their sport. Motion to vote Senator Bybee, second Senator Rawson. Roll call vote: 8 Yes, 1 No (Ojeda), 1 Abstention (Sherpa). Resolution passed.

          Senate Bill 05-F022: Allocate $200 for Clubs and Orgs website. Presented by author Senator Smith, discussion ensued. Motion to vote, Senator Hanson, second Senator Sherpa. Roll call vote: 10 Yes, 0 No, 0 Abstentions. Bill passed.  

 

Senate Information Reports

          State Board of Education- President Racich reported that the State Board of Education will be introducing three pieces of legislation. The third piece is to put tighter reins on approval of higher education institutions in Idaho. The purpose of this legislation is to eliminate the “diploma mills” and give more credibility to degrees that are earned in the state. Very glad to hear that this was going on in the State Board of Education. The new student residence hall will be in the works here soon. Racich reported that she was glad to see the University of Idaho School of Arts and Architecture was reinstated. Wanted to thank those who came to the State Board meeting.

 

Audience Time

          Chief Justice Allen- He informed the Senate that he has been nominated for the United Nations High Chancellor position to the Human Rights Fellowship Program. Will be stationed in Geneva Switzerland from January 2006 to May 2006. At this point it is just a nomination and he is going through the application process. He just received information that the Nez Perce Tribe is going to sponsor him.

          Brandon Lytle- Update on Outdoor Rec. the hard-shell kayaks are in. Rafts and inflatable kayaks are on order and should be in soon. The building is almost secure and there are additional steps being taken to make it more secure. Clubs & Orgs- been working with Trudy to get the defunct clubs off of the books and trying to figure out where the left-over funds should go.        

         Senator Ojeda- Reminder of tomorrows debate.

          President Racich- Informing the Senate of new developments in the “ongoing saga” over in Talkington Hall. There is a floor in THall that has been informed that if the garbage doesn’t go out by noon the whole floor will be fined. Discussion ensued.

          Myndie- Informed the Senate that it will cost $72 to get six of the desks in the Senate office re-keyed so that all the desks will have different keys. Informed the Senate that the bricks need to be moved onto a shelf in the storage area. Also informed the Senate that the Elks Lodge is not closing and maybe we should discuss changing the graduation banquet venue. Tate Smith is on the Board of Trustees will be coming to the Senate for Roundtable on Thursday so we will be able to discuss this with him then. Myndie will check into whether the commencement flyer can still be changed or not.
