Call to order

Senator Ojeda called the meeting to order at 4:35 p.m. in the excused absence of Senate Majority Leader Rawson and unexcused absence of Senate Pro Tem Allen.

Present: Senators Arnzen, Estes, Fragnella, Ojeda. President Bloomsburg, Vice President Smith, Associate Justice Wittman, Chief Justice Vaughan, Media Relations Director Sherpa, Associate Justice Ramirez.

Excused Late: Senator Johnson

Excused Absent: Senator Rawson.

Unexcused Absent: Senator Allen.

Audience: Brandon Lytle, Brayton Zipse, Senate Secretary Myndie VanHorn.

Approval of the minutes for August 29, 2006. Motion Senator Fragnella, second Senator Arnzen. 4 Yes, 0 no, 0 Abstentions.

LCSC Administration Communications

          No representative present.

 

Executive Communications

          President Bloomsburg- Will talk about tardies once people show up.

          Vice-President Smith- Presented the summer budget.

          President Bloomsburg asked the Judicial Branch for a ruling on whether there was a quorum present. Citing 4.431, AJ Vaughan stated that four Senators present of the seven Senate seats filled constitutes a quorum according to the Bylaws.

          Senate Resolution 06-SU001: D.R.E.A.M. Act. Motion for friendly amendment to change line 10 to “Tenth Senate” and line 5 to read “06-SU001” Senator Johnson, second Senator Estes. Unanimous. Motion to vote Senator Estes, second Senator Johnson. Roll call vote: 4 Yes, 1 No Senator Fragnella, 0 Abstentions. Resolution passed. 

 

New Business

          Senate Resolution 06-F001: Doc Sears Legacy Project. Discussion ensued. Senator Estes cited the Idaho Art in Public Places Act for reasons for tabling the Resolution while there is more research done. Motion for friendly Senator Johnson, second Senator Fragnella to Line 18 adding “Committee” behind “Legacy.” Unanimous. Motion to table, Senator Estes, second Senator Johnson. Roll call vote: 5 Yes, 0 No, 0 Abstentions. Resolution tabled.

          Senate Bill 06-F003: Funding for Warrior Spotlight.  Motion to vote Senator Estes, second Senator Johnson. Roll call vote: 5 Yes, 0 No, 0 Abstentions. Bill passed.

          Senate Bill 06-F004: Media Relations Director Appointment: Pasang Sherpa. Motion to vote Senator Johnson, second Senator Fragnella. Roll call vote: 5 Yes, 0 No, 0 Abstentions. Bill passed.  

          Senate Bill 06-F005: Chief Justice Appointment: Anna Vaughan. Motion to vote, Senator Fragnella, second Senator Arnzen. Roll call vote: 5 Yes, 0 No, 0 Abstentions. Bill passed. 

          Senate Bill 06-F006: Associate Justice Appointment: Adrian Ramirez. Motion to vote Senator Johnson, second Senator Fragnella. Roll call vote: 5 Yes, 0 No, 0 Abstentions. Bill passed. 

Motion to amend agenda to swear in new Chief Justice and Associate Justice Senator Arnzen, second Johnson. Unanimous.
