9          Whereas:  A proposal is being made to the Idaho State Board of Education

10                         for a statewide student health insurance plan that could benefit                     

11                         all students in the State of Idaho with lower premiums and better

12                         health insurance coverage

14        Whereas:   A proposal is being made to the Idaho State Board of Education

15                          for a statewide student health insurance plan that would reduce

16                          administration costs for Idaho colleges and universities

18        THEREFORE BE IT RESOLVED BY THE ASLCSC SENATE:

19                   

20        Section 1:  Members of the ASLCSC Senate respectfully support the attached

21                          proposal for statewide student health insurance

22

23        Section 2:   This resolution will pass upon a two-thirds (2/3) vote of the

24                           ASLCSC Senate and the signature of the ASLCSC President

Statewide Student Health Insurance Proposal

 

 

Purpose:              The purpose of this proposal is the procurement of a statewide

                                    student health insurance program for all Idaho’s college and

university students.  Furthermore, the purpose of this proposal is to decrease mandatory insurance premiums for our students and increase their health insurance benefits.

 

Plan:                          Unite the colleges and universities of Idaho for one purpose:

                                    statewide student health insurance.

 

Benefits:                  Administration of the plan would be greatly reduced.  Instead of

                                    each college or university administering their own individual plan,

                                    they would simply administer their own institutions plan and serve

                                    their own students.

 

                                    The increase in a group number for an insurance company

                                    certainly would give our students a monetary relief in premiums.

                                    The larger the group “base”, in this case students, is of great

                                    benefit to all who subscribe to the plan.  This would be very

                                    similar to the statewide plan that many Idaho employees benefit

                                    from.

 

                                    The insurance package that each college and university offers

                                    could be upgraded to a policy with far more coverage.  You will

                                    find that the University of Idaho has a far superior insurance

                                    package than that of other colleges and universities in Idaho.

                       

 

                                    All students within Idaho could enjoy such a fine policy and the

                                    premiums could be greatly reduced for all students, including those

                                    at the University of Idaho.

 

                                    Preferred network providers would be statewide thereby giving

                                    students access to plan providers throughout the State of Idaho.

                                    This would be especially beneficial for the colleges that are in

                                    the same geographical area; i.e., Albertson College of Idaho and

                                    Boise State University or Lewis-Clark State College and The

                                    University of Idaho.  There are many students that live outside

                                    the boundaries of insurance plan providers that would benefit.

                                    Also, the student would have insurance coverage while traveling

                                    during the holiday season or living elsewhere in the State during

                                    the Summer months.

                                   

 

Committee:          A committee could thereby be formed whereas each administrator

                                    representing their own institution would be a member.  They could

                                    meet on a regular schedule in person or via phone conference to

                                    discuss any details or administration of the plan.  The “sharing” of

                                    information would be a consolidation of knowledge, thereby

                                    keeping all members / institutions on the “same page”.

                       

                         

 

 

 

 

 

 

 

 

 

Statewide Student Health Insurance Proposal

 

                       

            According to the Idaho State Board of Education’s “Governing Policies and

Procedures” Section III. Postsecondary Affairs, Subsection: P Students dated

August 2002, number 16 states, “Each institution shall provide the opportunity for

students to purchase health insurance.  Institutions are encouraged to work together to

provide the most cost effective coverage possible.”

 

            At that time, it appeared to be a desire of  the Idaho State Board of Education

to see our colleges and universities work together on this very large and important

issue.  The Idaho State Board of Education had the foresight at that time to see the

issue for being necessary and monumental.  This proposal is in many respects is

echoing what has already been said by the State Board, themselves.

 

            If it is possible to mandate that each postsecondary student have medical

insurance, then is it not also possible to mandate a way in which not only the students

could acquire better coverage for lower premiums, but also mandate the same policy

that would save all of our postsecondary institutions administration time and costs?

 

            This is a win – win situation for students and institutions, both.
