8          Whereas: Representatives Shirley, Rydalch, Kemp, and Wills have sponsored,

9                          and introduced House Bill 231.

10                               

11        Whereas: House Bill 231, if adopted, will repeal Section 33-3717A, Idaho Code.        

12                                

13                Whereas: House Bill 231, if adopted, will amend Chapter 37, Title 33, Idaho

14                        Code by the addition of new section 33-3717A.

16        Whereas: House Bill 231, if adopted, will authorize fees, including tuition fees,

17                       for attendance at State Colleges and Universities in Idaho other than

18                        the University of Idaho.

20        Whereas: House Bill 231 has been approved by the Idaho House of

21                        Representatives and sent to the Idaho State Senate for approval.

23        Whereas: Article IX, Section 1 of the Idaho Constitution states “The stability

24                        of a republican form of government depending mainly upon the                          

25                        intelligence of the people, it shall be the duty of the legislature of Idaho,

26                        to establish and maintain a general, uniform and thorough system of        

27                        public, free common schools.”

29        Whereas: Lewis-Clark State College, Idaho State University, and Boise State

30                        University are classified as either Idaho public colleges or universities.

31       

32        Whereas: The students of Lewis-Clark State College have expressed a desire

33                       to keep student fees as low as possible, while at the same time

34                        making sure that the fiscal and academic integrity of the college is

35                        maintained.

39        Whereas: If the State of Idaho would continue to perform its Constitutionally

40                        required duty of “maintain(ing) a general, uniform and thorough system

41                        of public, free common schools” student fees could be kept as low as

42                        possible without infringing on the fiscal and academic integrity of       

43                        Lewis-Clark State College, Idaho State University, and Boise State

44                        University.

46        Whereas: The average student graduates from a four year public college or

47                        university with $17,100 of debt.

49        Whereas: A state whose citizens are highly educated is not only a benefit to the

50                        citizen but to the state as well.

52        Whereas: Highly educated Idaho citizens would demand higher salaries thereby

53                         bringing higher tax revenues to the State of Idaho.

55        Whereas: Higher tax revenues will allow the State of Idaho to better serve its

56                        citizens and keep Idaho a viable agricultural and economic state.

58        THEREFORE BE IT RESOLVED BY THE ASLCSC SENATE:

60        Section 1: The members of the Associated Students of Lewis-Clark State              

61                         College do not support House Bill 231.

63        Section 2: The members of the Associated Students of Lewis-Clark State

64                         College petition the duly elected Idaho State Senators to vote against   

65                         House Bill 231.

67        Section 3: This resolution will pass upon a two-thirds (2/3) vote of the

68                         ASLCSC Senate and the signature of the ASLCSC President.
