It is focused on Idaho, Washington, Oregon and Montana, but open to anyone who wishes to attend. When: March 4-6, 1999 Where: Red Lion Hotel and Convention Center, Lewiston, Idaho Who: The Symposium will bring together business owners, tourism professionals, retailers, historians, land managers, investors, resource industries, conservation groups and educators from Idaho, Washington, Oregon and Montana. How: A compelling program of work sessions and tours will focus on how local businesses and communities can prepare for the Bicentennial strategically and form effective regional partnerships. Symposium highlights include: * How to Create a Tacky Tourist Trap (Not!) * Wanted: Money! (Capital Financing for Business Expansion) * Partnering with Native American Tribes * Tourism Trends and What They Mean Along the Trail * Who Slept Here?: Doing Heritage Interpretation Right * Creating Quality Events * Lewis & Clark in Cyberspace * "If We Build It, Will They Come?": Tourism Services and Infrastructure * Can Uncle Sam Help Out?: Federal and State Resources * Tourism without Trampling: Managing Impacts on the Land * Tie-ins with the 2002 Olympics in Salt Lake City On March 6, Five Mobile Workshops (Tours) will include: 1. Up The Clearwater: Tourism Business Conditions 2. Up The Clearwater: Heritage Interpretation 3. Nez Perce Country: Spalding Museum, Young Horsemen Program, Clearwater Casino 4. Lewiston/Clarkston: Downtowns & Tourist Destinations 5. Up The Snake: Hells Gate State Park and other stops (TBD) Following the tours, the final lunch will be a debriefing and work session: What did we find? Are we ready? We already are seeing significant increases in visitation, and our communities and businesses are not ready. The Symposium also is the culmination of a six-month regional strategic planning process: our goal is to provide practical information for participants to take home and use in local planning efforts. How Much: $125 registration. In order to keep registration affordable for small businesses and volunteer community leaders, we are seeking additional partners and sponsors for the Symposium. | 1. Introduction / opening: Meeting opened
by Vice President Sue Hottois in absence of President Lorraine Roach. Those present introduced themselves. 2. Minutes: approved as e-mailed and mailed. 3. Treasurer's Report: Treasurer Dale Banks presented the Treasurer's report which showed a balance of $204.18. He is expecting a check in the amount of $332.78 to close out the account at LCSC. 4. Status of grant: There will be presentations this afternoon by groups and individuals interested in development of the Strategic Plan and Symposium to the Selection Committee. (For your information: Tom Hudson Company from Moscow in association with John Bertram was selected by the Committee and approved by the Board.) 5. Board Report: Secretary read the minutes of the Board meeting held earlier in day. 6. Governor's Committee: Several members of the Idaho Governor's L&C committee joined us. They had met with NPTEC earlier in the day. Non-local Governor's committee members and individuals included the following: * Steve Guerber, Director of the Idaho State Historical Soc. & Secretary to the Governor's Committee: * Carol McGregor: Committee Chair. * John Bertram, who is developing a strategic plan for the Governor's Committee . During the course of discussions the following points were made: * There is need to focus on basics in our planning for the bicentennial. This includes restrooms and basic infrastructure needs. * Grant applications will be successful where more economic opportunity development will occur. * There is need for communities to work together such as Kamiah and Kooskia. * There is an opportunity to work with the Nez Perce Tribe to develop a cultural center. A well thought-out joint proposal needs to be developed by March for presentation to Sen. Craig. * John Bertram is working on state-wide L&C Bicentennial Plan, which is a strategy for funding and resources that will give the Governor's Committee direction and focus. He has sent out a questionnaire (distributed at the July meeting), and will visit many communities in this area this week. There is still time to get ideas to him. 7. Funding Opportunities: Linda Fee, Clearwater N.F., mentioned that there are funding opportunities through the Forest Service. This led to a general discussion about funding sources. Dodd Snodgrass is a grant coordinator for CEDA and is aware of many grant opportunities. There was a discussion about the need for a grant workshop. No resolution or date set. 8. Community Updates: Orofino-Moe Pare: Working on restaurant placemats that would have maps and interpretation about the expedition. Would other communities be interested? They would cover much more than just Orofino. Another project is to hold a community workshop on the bicentennial, probably in November. The idea is to get all the bicentennial interests in town in the same place for idea exchange and for the creation of new ideas. Clarkston-Doreen Bridgmount (& others). Lewis and Clark Days will be held the weekend of October 10, which is the date the Expedition passed through the Lewiston-Clarkston area. Many activities are being planned for whole weekend. Also, the State of Washington is holding meetings about building possible visitor centers along the Lewis and Clark route across the state. There is strong consideration for Asotin County, since that is where the expedition entered Washington. (Motion seconded and carried: Directed President Lorraine Roach to write a letter to appropriate Washington State officials supporting the idea of a visitor center in Asotin County (the letter was sent Sept. 9 by Lorraine). Lorraine requested written summaries (brief) of all community projects so that we have a current listing of activities in the region when opportunities for funding, media publicity, etc. present themselves. The regional strategic plan will include all community ideas and projects, giving those projects more "leverage" when competing for resources at the national level. 9. Logo: Discussion of Logo. Randy Griffith and Becky Brotnov will develop several alternatives and bring them to the October meeting. 10. Dues Structure: Some members felt the dues were too high for small businesses. The dues structure is: $25 for individuals, $50 for business and $100 or more supporting members. Lengthy discussion took place about changing small business dues to the same level as individuals. There was some discussion about endorsement for business in the future. No motion or changes were made. For now, everyone is asked to contribute at least $25 to help cover organizational costs, and the dues structure issue will be resolved at the next Board meeting. 11. Legislative Tour: The new legislature meets in Coeur d' Alene on November 8. The Clearwater-Snake Bicentennial group has a space reserved for a display and an opportunity to meet legislators to inform them about upcoming L&C Bicentennial projects and needs. Charlie Knowles and Lorraine are making arrangements. Call them with ideas. 12. Next Meeting: October 8, Thursday, in Clarkston at the Bridge Street Connection Restaurant and Bowling Alley. (Across from the Best Western Rivertree Inn on Bridge Street) The Board will meet at 9:00 AM and the general meeting will start at 10:00 AM.
