ANSWER

Well, at least, you can say one thing for Joe: 

He can't be guilty of plagiarism.  He didn't copy anything out of the articles, because he didn't even read them!

Joe is practicing a form of fabrication.  He made up the paper and is trying to hide the fact that he didn't actually research the topic.  Besides a poor or failing grade on the assignment, he may be subject to further disciplinary action by the College!
