President’s Update

Legislative Tour:  The North Idaho Chamber of Commerce Legislative Tour was November 10-12 in the Bonners Ferry/Sandpoint/Priest River area.  President Thomas and Kathy Martin participated in the tour and networked with the approximate 83 legislators who attended.   President Thomas is planning one-on-one meetings with regional legislators.

President Thomas has corresponded with each legislator congratulating them on their election victory and introducing them to LCSC.  Enclosures included the LCSC fact sheet and a document outlining enrollment trends and mission overview (copies distributed).

Lewiston will be the community host for the next tour in 2004.  President Thomas and Kathy Martin will work with the North Idaho Chambers of Commerce in planning for the 2004 tour

Blue Ribbon 2020 Task Force:   President Council members are encouraged to browse documents available on the task force web page to stay informed with what information has been presented to the task force.  Documents can be found at http://www.idaho2020taskforce.org/education/default.htm

Class sizes:  Class sizes will be examined to provide responsible faculty to student ratios.  The goal will be to insure efficiency, but also to utilize our small class size as a recruitment tool.

Newspaper story:  The Lewiston Morning Tribune is researching information for an article that will focus on the top ten salaries at the college and universities.  Questions presented by the reporter are listed below:

·   What's the number of full-time employees at LCSC?

·   What is the average salary for full-time employees?

·   What percentage of the workforce makes roughly that average amount?

·   Where does the money come from that pays for the folks with the top 10 highest salaries at LCSC?

·   The top 10 highest paid people at LCSC make up what percentage of the total workforce?

·   Out of the total amount of money going toward paying full-time salaries at LCSC, what percentage goes to pay for the folks with the top 10 highest salaries?

·   How are the salaries for athletic directors, coaches, presidents, administrators, researchers, professors, adjuncts, and classified employees decided?

·   What is the average salary and benefits package for a tenured English professor with 10 years teaching experience?

·   Does Thomas give a percentage of her salary to scholarships? If so, what percentage? Does anyone else at LCSC do this?

Provost and Vice Presidents’ Reports

Administrative Services Report:

Listed below is the institution’s response to the Blue Ribbon Task Force request for examples of state legislation, policies, procedures, rules or regulations that impede efficiencies in services for Lewis-Clark State College.

·   State Controller Accounting Fees -  LCSC utilizes the State's payroll system and the fees paid to the State Controller for payroll transactions are acceptable.  However, accounting fees paid to the State Controller for non-payroll transactions generate no benefit to the College.

·   Records Management Legislation - Full implementation of this legislation would necessitate the addition of at least one and maybe two staff positions.  In the current climate of staff reductions, the College cannot justify the cost of additional "Records Management" staff compared to the potential benefit of the new "Records" system created.

Direct Reporting Units

Athletic Department:  Paul Thompson, retired Pepsi vice president, has been hired as the golf coach.

Institutional Planning, Research and Assessment Report:

  • Unit Action Plans:  The Budget Office has provided a worksheet for target amounts.  The worksheet has been distributed the department heads and division chairs.  It can be found on the Institutional Research web page.
  • Assessment Survey:  Survey part A has been received.  Survey part B is due December 2.  Chet Herbst will be available to assist in completing the surveys.
