President’s Update

  • An agenda item at the November 5, President’s Council meeting will be the institutions’ formation of common talking points with legislators and the coordination of all efforts in dealing with legislators.

  • LCSC Day in Coeur d’Alene was on Monday, October 28, was very successful.  Estimated contact with potential students was approximately 500.

  • Idaho 2020 Blue Ribbon Task Force:  President Thomas recommended Council members visit the web site for Idaho 2020 Blue Ribbon Task Force, and review the meeting agendas, summaries and materials.  URL for the Blue Ribbon web page:  http://www.idaho2020taskforce.us/   The concern is the lack of representation from Lewiston and the limited understanding of task force members of higher education statistics and the Idaho system.  President Thomas will present data to provide a broader perspective of LCSC to some key individuals who are associated with and providing information to the task force.

Provost and Vice Presidents’ Reports

Information Technology:  Carmen Rahm presented a demonstration of LCWARRIORMail classroom applications and explained some planned enhancements.

Student Affairs:  Reid Centennial Hall is hosting a Halloween Open House.  The open house provides an opportunity to introduce the campus community to the new locations of services in Reid Hall:  Career Development-Room 22, Admission-Room 102, Financial Aid-Room 114 and Recruitment and Retention-Room 110.

Direct Reporting Units

Athletics Report

Title IX report (gender equity in Athletics): The President summarized the contents of LCSC's annual report for 2002 (covering the academic year for 2001-2002).  The goal of the Title IX legislation is for schools to provide equitable opportunities and support for men and women varsity athletes.  The two main criteria reported are the ratio of participating men and women varsity athletes compared to the relative proportion of men and women in the student body as a whole, and the ratio of average scholarship/financial aid for men and women athletes compared to their athletic participation rates.  The participation ratio for female varsity athletes at LCSC last year was 41%.  The proportion of scholarship dollars apportioned to women was 44%, slightly above the 1% maximum gap suggested in Title IX (i.e., LCSC women received slightly more than their expected share of dollars, compared to their participation rates).  There continues to be a large gap between the proportion of female varsity athletes and the female/mail ratio of the LCSC student body (58%).  LCSC is developing a five-year strategic plan to positively, and fairly, adjust the varsity athletics participation ratio.  Over time, and taking into account the resources available, athletic programs will be adjusted to increase the proportion of female varsity athletes.

Institutional Planning, Research and Assessment Report

Update on Strategic Planning:  Chet Herbst reported that templates for Unit Action Plan development, planning timelines, and Program Guidance (action items) had been distributed by the Provost and Vice Presidents to their respective units.  The planning information is also available through the "Facts and Figures" link on the LCSC internet main page (after clicking on "Facts and Figures" go to "Fall 2002 UAP Planning Info").  UAPs are due to Vice Presidents at the end of Phase 1 (by opening of business on 2 Dec 02).

Faculty Senate:  A Faculty Senate meeting is scheduled on October 31.

Professional Staff:  Question has been presented regarding the campus policy for open position searches.  The general policy is to do a search for an open position.  Interim appointments are made to fill positions until a search can be conducted.  Positions affected by internal adjustments (additional duties for existing position) from reorganization are not considered to be new positions that require a search process.  The Human Resources Officer will be invited to the President’s Council for further clarification regarding new position versus degree of change in positions, hiring/search regulations for faculty, professional staff and classified staff.

Classified Staff:  none
