President's Council Meeting Summary

President’s Report

 

Governor Kempthorne has recently appointed President Thomas the Idaho Work Force Development Council.  The Council met in Twin Falls on August 12.  The Workforce development Council was established in accordance with Title VII of the Job Training Partnership Act (JTPA).  The Council’s membership includes representatives of business, industry, labor education and several state departments (Labor, Health and Welfare, Commerce, etc.).  The council responsibilities are of two general types:  operational (ongoing oversight functions of existing but separate components of the workforce development systems; and strategic, those related to policy development regarding the operation of workforce development.   President Thomas wishes LCSC to take a more active and knowledgeable role in workforce development than it has in the past.

 

The President’s Council met in Idaho Falls on August 13.  The Council focused on strategic planning, program access, salary increases and development of reporting formats to the State Board of Education. 

 

The State Board of Education met in Idaho Falls on August 14 and 15.  Student fee setting has been changed from April to January.  Strategies to address fee setting must be developed very soon within the Presidents’ Council and at the institutional level. 

 

Welcome Back activities are scheduled for August 21, beginning with a Faculty Association meeting at 9:00 a.m. immediately followed by a campus meeting at 10:00 a.m.  An employee luncheon is scheduled in the SUB dining room between noon and 2:00 p.m., and there will be an employee social at the president’s home from 4:00 to 6:00 p.m.

 

President Thomas has called for submission of potential proposals for federal appropriations.  Emily McClure, Legislative Correspondence for Senator Mike Crapo, will meet with President Thomas and Ken Clark on August 27 to discuss possible proposals.

 

 

Provost and Vice Presidents’ Reports

 

Provost:

 

The State Board of Education passed unanimously policy III.Z Planning and Coordination of Instructional Programs and Courses. The policy specifies that outreach delivery plans must be on file with the Board (OSBE), as do memos of agreement, program needs assessment and reports to the Board.  This policy will focus on the role and mission of the institutions.

 

The Board also approved portions of the proposed rule changes to IDAPA 08.02.02 related to teacher certification/licensure.  Proposed teacher certification rules will impact LCSC in two areas, Natural Sciences and Social Sciences with secondary education endorsements.     

 

Several policies have been revised and signed by President Thomas.  The revised policies (listed below) can be found on the web page for the Faculty/Staff Policies and Procedures.

Administrative Services:  

 

Dean Froehlich is doing relatively well.  He is corresponding by campus e-mail address with colleagues.

 

As of August 3, all classified staff, irregular help, and all part time employees, regardless of classification, began to positive report their time on-line utilizing I-Time, the state payroll system.  Training sessions have been conducted and additional training will be offered as employees return to campus.  There are some technical difficulties that are being addressed, particularly with MacIntosh computers.  President Thomas requested a report from Jerry Hindberg regarding future support of MACS and whether the institution can afford to support MAC users.

 

The City of Lewiston will not complete the road construction on Sixth Street by the start of school.   However, the City of Lewiston needs to provide access to our open parking lots.

 

The groundbreaking ceremony for the Activity Center is scheduled at 10:00 a.m. on Monday, August 25.   Classes will not be cancelled, but all employees are encouraged to attend.  Harris Field may be closed as soon as Monday when the contractor takes control of the site.

 

Student Affairs:

 

Fall 2003 headcount is up approximately 10.2 percent increase and FTE is up approximately 7.1 percent without including dual enrollment.  

 

Warrior Orientation is scheduled for Friday, August 22.  This orientation will be the largest in the past 15 years. 

Monster.com orientation success program will be offered.  Several workshops and presentations are planned to introduce new students to campus resources.   

 

Residence hall space is at capacity.  The Red Lion and the college have an agreement to lease 24 spaces in the Seaport building for our residence hall overflow.   A residence web site has been established to assist students find potential housing and room mates.      

 

On-line text book ordering has increased in the past few years.  This practice is hurting the bookstore business.  The on-line sites are not necessarily cheaper and charge additional shipping.  A poster of researched prices will be distributed to provide students with the pricing information.  New books are the same price at LC bookstore when compared to on-line vendors.   A secondary problem is that books purchase on-line are then purchased-back by the bookstore.   The largest contributing factor is the number of faculty who turn in late book orders.  For fall semester over 60 percent of the book orders were late.  President Thomas instructed the Deans to get the message to faculty to submit book orders on time.

 

Locations have been found for classes displaced because of the Fine Arts Building renovation project with the exception of IIE classes. 

 

 

Direct Reporting Units

 

Institutional Planning, Research and Assessment:  The Emergency Response Plan has been updated and can be accessed via the intranet.  All systems have been checked for operational functions.

 

 

Other Reports

 

Professional Staff:  The first PSO meeting is scheduled for September 17 at 1:30 p.m.

Classified Staff:  The first CSO meeting is scheduled on September 24 at 10:00 a.m.  The Classified Staff Organization is having the 2nd Annual Flea Market in September. They are looking for used, but not abused items. Please no large items or clothes. When cleaning out your storage areas please think of the CSO

Faculty:  Faculty Association meeting on Thursday, and the first Senate meeting is scheduled for September 4.  ICHEF met in Idaho Falls and discussed issues that will be in the forefront this year:  1. cost of living increases, and 2. tenure/academic freedom.

 

Around The Table

 

Information Technology received notification from Microsoft in July that prompted IT to update the VirusScan software.  The campus has not had any incidents with the most recent worms that have infected other campuses and businesses.  LCSC’s system is protected.   Help desks calls have increased significantly, but for reasons other than virus related problems.

 

Signage on the Center for Arts and History will be changed to Lewis-Clark State College Center for Arts and History.

 

Representative of the U.S. Department of Agriculture presented the Lewis-Clark State College School of Technology with a $28,000 check Tuesday for the purchase of a Computer Numerical Control milling machine.
