President's Council Meeting Summary

Calendar Review

Calendars for March and April were distributed noting President’s travel and major campus events.   

 

President’s Report

 

Native American Awareness Week is March 8 through 12.  President Thomas encourage Council members to attend conference sessions as well as the Friendship banquet.  The Nez Perce Advisory Board meeting is Monday, March 8.

President Thomas serves on the executive board for the Office of Women in Higher Education.  She attended the OWHE/ACE meeting in Miami on Friday, February 27 through February 29.   The plenary session main focus was access to education and assisting students with upward mobility, specifically assistance for students with high ability and low income.

 

College and university presidents met with Governor Kempthorne on Tuesday.  The 2% issue was discussed with  

Brad Foltman, Director of the Division of Financial Management.  Governor Kempthorne is not shifting on his recommendation.  He claims higher education has the flexibility to absorb the 1% that was not included in his recommendation.  House Bill 768 will be considered today.  Representative Mitchell believes the house will vote to restore the 2%. 

 

Randy Nelson, Associated Taxpayers of Idaho, met with Presidents’ Council.  Mr. Nelson served on the committee charge with review of the state tax exemptions.  Mr. Nelson indicated there was so much disagreement that no recommendation will be forthcoming for changes to the exemptions.

 

The Presidents’ Council discussed the Information Technology Resource Management Council (ITRMC) requirements for exemptions from the technology standards set forth in law.  Institutions of higher education have been categorized with the other state agencies which are required to request exemptions for products that are not on the standards list.  Gary Stivers and Nancy Szofran attempted once again to get higher education exempted from the regulations. 

 

The North Idaho Oversight Committee met on Tuesday and agreed to a needs assessment that would include professional-technical programs plus four-year professional-technical programs.  The needs assessment should identify Coeur d’Alene program areas that could be enhanced. 

 

Provost and Vice Presidents’ Reports

 

Provost: 

 

·        Provost Fernández attended the installation ceremony for Boise State University President Bob Kustra on Friday, February 27. 

 

·        The academic budget process is ongoing.  Provost Fernández is meeting with deans and division chairs regarding allocations.

 

Administrative Services:  Sewer work for the Activity Center requires a city inspection.  The duration of the test for the sewer connection to RCH and the Art Building will be up to four hours.  The Contractor will conduct the test on Friday, April 19, during spring break to minimize our inconvenience.

 

Student Affairs:  Electronic devices thefts have increased.  Security across campus has been too relaxed Comprehensive campus plan will be expensive.  Short of that type of a plan, individual attentiveness is most important.   College Communications will publicize to campus staff that we need to be more careful.

 

 

Direct Reporting Units

 

Information Technology:  The transfer to the new internet provider XO Communications was successful.   The changeover will more than double our bandwidth to the Internet.  The Center for Arts and History is without service, but the cause is not related to the IP transition. 

 

Institutional Research and Planning:  There was a recent Professional-Technical reporting workshop in Boise.  Reports from institutions are not consistent.  Recommendations for reporting techniques and criteria will be developed and submitted to the State Board of Education staff.

 

The EITEC Dean of Instruction will visit campus later in March to discuss strategic planning formats, truck driver training, information technology and institutional research functions.  

 

 

Other Reports

 

Nominations are being accepted for the Professional Staff Organization officer election on March 24.

 

The Classified Staff Organization silent auction is on March 4.  

 

Faculty:  A representative from AAUP will meet with the faculty next Wednesday.  The Budget Liaison Committee recommendations will be presented to the Faculty Senate for approval.

 

Around The Table

 

 CDA student government representatives will meet with Lewiston campus representatives tomorrow.

 

Polly Blasko attended advancement services workshops offered at the CASE District VIII conference.

Linda Cardwell also attended alumni service workshops offered by CASE.

 

College Communications has arranged for a photographer to attend the March 24 meeting.  Photographs of Council members will be posted on the Web for local media use.

 

The State Board of Education has signed institutions up for National Students’ Clearinghouse Services.  Institutions will not pay annual fees and will receive information not previously subscribed.

 

The new Ilumina Report will examine the impact of non-credit courses and how to track non-credit course registration/data.
