President's Council Meeting Summary

Calendars for September and October were distributed noting President’s travel and major campus events.   

 

President’s Report

 

US World and News Report ranked Lewis-Clark State College number three in West of the top comprehensive colleges.  

 

Governor Kempthorne announced to the Presidents’ Council that he will recommend a flat line budget to the 2004 legislature.

 

Army state recruiters Cpt. Mark Gladney and Dr. Tim Stanford provided a special report to the Presidents’ Council regarding US Army Recruiter access to students and student recruiting information (Student Right to Know Act, and No Child Left Behind Act and Sec. 9528—Armed Forces Recruiter Access to Students and Student Recruiting Information).

 

LCSC will host the State Board of Education meeting on October 2 and 3.  At that meeting, President Thomas will present LCSC’s annual progress report.  Also, as chair of the state Presidents’ Council, she will report to the Board on the following topics:

  • Statutory prohibition on tuition
  • Capitol projects requests will be for maintenance and repair projects only
  • White paper on Access (what work is being done to improve access for high schools to increase Idaho to the national level)

 

Idaho Education Forum is scheduled for Friday, September 26, at 7:00 p.m. in the TCC.  Senate Education Chairman Gary Schroeder has organized the forums to provide the public the opportunity to comment on education issues.   Dr. Thomas suggested that individuals who wish to comment present reality as people are experiencing it; be respectful of legislators; and keep in mind, the governor’s intent to recommend a flat line budget for FY2005.

 

 

Provost and Vice Presidents’ Reports

 

Provost:  Report on the Council of Academic Affairs and Programs

 

CAAP reviewed a notice of intent for a new doctorate program in Audiology at ISU.  

 

IBM has submitted a proposal to build and implement a high-bandwidth education network (EdNet) that will connect all of the higher education facilities in the state of Idaho, with the goal of connecting K-20.  The Provosts were not convinced that IBM provided full disclosure and are concerned how this will fit with the mission and goals of the universities.  The provosts want to know how the system would fit the purpose; what is going to be delivered where.  They believe more discussion is necessary at the Information Technology level.    LC’s concern is that the proposal is for utility service on bandwidth without the ability to cap usage.   Dene Thomas reported the Presidents’ Council response was not enthusiastic to any proposal that would carry undetermined cost, especially facing a flat line budget.  

 

CAAP continued discussion on policy III.Z Planning and Coordination of Instructional Programs and Courses. The policy specifies that outreach delivery plans must be on file with the Board (OSBE), as do memos of agreement, program needs assessment and reports to the Board.  The institutions must develop eight-year rolling plans on outreach programs, and determine how to implement the policy.   

 

CAAP also discussed reviving the state wide engineering advisory council and having it report to CAAP instead of directly to State Board of Education.  

 

CAAP reviewed the latest revision of the Professional-Technical Postsecondary Certification Handbook.  There is concern about having to certify adjuncts who teach practical courses, i.e.  Allied Health; currently the requirement is experience rather than certification.  The provosts believe there needs to be more leave way in this competency.

 

 

Administrative Services:  

 

Governor Kempthorne has signed Executive Order 2003-6 which is a continuance of Executive order 81-11.   The Executive Order directs the following:  No state money shall be used to pay for any kind of professional, occupational, or trade license, certificate, permit, or occupational registration for any state employee or officer; nor shall any state monies be used to pay for any kind of dues to any professional, occupational, or trade association in which membership is restricted to persons who are licensed, certified, or registered under Idaho law. This policy does not preclude the state or state departments from paying dues to organizations relating to their responsibilities in state government, or where such dues are part of a requirement of employment.

 

Old Science Building renovation may begin within ten days.  Preconstruction conference scheduled for next week.

Issue for handicap parking and other ADA access

 

 

Student Affairs:

 

Fall 2003 headcount is 3,135 up approximately 5.4 percent and FTE is 2,511 up approximately 5.5 percent without including dual enrollment and Tech Prep.

Around The Table

 

Community Programs:  The Senior Nutrition Program has moved to the Center for Arts and History.

 

Information Technology:  The Datatel Advisory Committee met on September 2.  They had a very productive meeting with good faculty input.  There will be a 12-hour downtime for Datatel maintenance on September 10.

 

College Communications:  A template for a hometown press release for students, faculty and staff awards is being developed.    

 

Student Affairs:  Parking has become an issue.  Parking lots have been filled.   We need to make certain that we are in compliance with ADA as we progress through the campus construction projects.
