President's Council Meeting Summary

Calendar Review

Calendars for September and October were distributed noting President’s travel and major campus events.   

The holiday calendars for 2003 and 2004 were distributed.  

 

President’s Report

President Thomas attended an appreciation dinner sponsored by the City of Cascade and the Cascade Chamber of Commerce at the Ashley Inn in Cascade last week.  LCSC Alumni Ronald Lundquist is the general manager and Ian Coomer is the guest services manager of the Ashley Inn.  Governor and Mrs. Kempthorne attended.  Many positive comments about LC programs were made to the audience.

 

Idaho Education Forum is scheduled for Friday, September 26, at 7:00 p.m. in the TCC.  Senate Education Chairman Gary Schroeder has organized the forums to provide the public the opportunity to comment on education issues.   

 

State Board of Education will be held in Lewiston on October 2 and 3.  The dedication and tour of the Information Commons is scheduled at 12:45 p.m. on October 2.  LCSC will present our progress report.  Thomas and Justin Coleman will jointly present information.

 

The Idaho Supreme Court will conduct an open forum in the Telecommunications Classroom on Thursday, October 2, t 7:00 p.m.

 

Strategic Planning Cycle

 

Units have been asked to examine three different planning scenarios this year. While the three sets of assumptions (zero growth, 2% raises, and 2% cut) are not as severe as the scenarios for our FY03 and FY04 planning efforts, there is still a great deal of uncertainty over what the Legislature will ultimately provide, and the level of uncertainty is exacerbated by the Board’s acceleration of the student fee-setting process (proposal due in January this year).

 

o       We have begun Phase 1—Unit Action Plan development for FY2005.  Units should submit their draft UAPs through their Deans/Department Heads to the Provost not later than close of business, Friday, Oct 31, with electronic info copies to IPRA. 

 

o       Phase 2—Review of Unit Action Plans by the Functional Area Review Groups (planning committees) starts the next Monday, November 3 through close of business, November 21. 

 

 

Provost and Vice Presidents’ Reports

 

Provost: 

 

In accordance with Policy III.Z, I Planning and Coordination of Instructional Programs and Courses, State Board staff will interview the provosts regarding topics and questions to assess needs related to a statewide telecommunications network.      

 

Discussion points:

 

·        Identify emerging trends in teaching, learning and research that will impact our institution.

·        How will our institution respond to the changing needs of education?

·        Describe the extent of your educational services’ outreach and the resources available to offer these educational services.

·        What barriers (or obstacles) and challenges do we foresee in providing educational opportunities to an identified community of need (e.g. k-12, remote centers, remote students)? 

 

The responses will be cmpiled and presented at the October 16 CAAP meeting.

 

A state-wide satellite conference was held on Tuesday, September 23, regarding financing healthcare in Idaho and America.  The conference will focus on the uninsured population and the dilemma for businesses in providing health care coverage.  Senator Stegner indicated that this was the best information provided on the subject in the four-years that he has worked on the issue.  A video tape of the conference is available through media services.

LCSC health care insurance costs are expected to increase 20 percent this year.

 

Administrative Services:  

 

The Budget Liaison Committee met on Tuesday, September 23.

Issue #1:  Salaries and salary increases.  The Governor plans to recommend a flat-line budget meaning there will be no funds for salary increase.  A plan needs to be in place to administer any salary increase.  All three employee groups will be included in the plan discussions.   ICHEF will ask for a three percent increase for state employees in when they meet with Governor Kempthorne and at the education forum.

Issue #2:  LC will propose an approximate 10 percent increase in student fees for FY 2005.  The Budget Liaison Committee supports the proposed ten percent increase to keep the programs healthy.

 

LCSC, in compliance with Idaho Code, Section 59-702, concerning ethics in government, has determined not to purchase (direct) from its own employees.  The only exception being in a bid situation, which is to be well documented and determined to be in the best interest of the college and the state of Idaho.  Any purchase of service from an employee must be processed through the purchasing office, effective immediately.

 

Information Technology: 

 

Jerry Hindberg outlined what makes MP3s illegal; the action Information Technology is taking to protect file servers; and the individual departments’ responsibilities. 

 

A MP3 is illegal when copyrighted material is distributed or downloaded in that format.  All MP3 found on LCSC’s file server will be deleted if the copyrights have not been purchased.   An intranet message clarifying what is and is not legal will be posted.   

 

Information Technology policy:  A scan of the Redwood file server will be conducted on a weekly basis to search for MP# files.  Upon detection, IT will notify the person who owns the file.  If the file is in a departmental directory, the division chair will be notified.  The person will then be required to either delete the file or produce a license for the file.

 

Department responsibility:  Only licensed software is allowed on state owned computers.  This includes servers as well as faculty and staff workstations.   Workstations will not be scanned by IT for MP3 files unless requested by the Division Chair or Department Director.  If a MP3 file is detected, a report will be made to the person requesting the scan.  The individual that uses the workstation will then be required to either delete the file or produce a license for the file.

 

Student Affairs:

 

All but one seat on the student senate has been filled.  Luke Baldwin recently resigned from the senate.

The various student committees have been staffed.

Student government has identified campus action plans for the year.  In addition to the annual projects, the following new projects have been identified. 

 

  • Boathouse at Hell’s Gate Park
  • Covered pick-up area for car pool/transportation pick up
  • New Lewis-Clark State College sign on Highway 12
  • Lights for the outdoor basketball court and library lawn
  • Courtesy phone in MTB
  • Promotion of student awareness and participation in events

 

Direct Reporting Units

 

Institutional Planning, Research and Assessment:  Unit action plan timelines and planning materials are available on the intranet.

 

North Central Idaho Citizens Corps Council has been formed and met on September 18.  Chet Herbst is the local contact.

 

Other Reports

 

PSO Staff:  At the meeting last week, the PSO expressed interest in establishing a benevolence committee.

Faculty Senate:  The Faculty Senate will meet on September 25 to develop questions and handouts for the education forum on September 26.   

Classified Staff:  The CSO Flea Market is scheduled for September 25 at 1:30 p.m. 

 

Around The Table

 

The holiday social date is December 12.    

Coeur d’Alene students will attend the October 9 dine with Dene.

Brent Student has been hired as the short-term coordinator for Workforce Training

Nursing Educators conference was very successful.

The Hell’s Gate visitor information center has potential use as an outdoor education site for Natural Science programs.  The City of Lewiston also has interest in part-time use.  Dr. Moore is investigating the possibilities.

Datatel will be shut down on Sunday, September 28 for maintenance.  There will be a two-hour outage on Wednesday, November 26, prior to the start of business.

Media services programming with City of Lewiston has had budget cut of 30 percent.  There will be a more generic look to the reader board and reduced production of City Beat.
