President's Council Meeting Summary

Athletic Director Position
Kathy Noble has resigned as Athletic Director. Starting immediately, coaches will report directly to President Thomas, while Provost Morris will handle the day-to-day operations. There is no plan to open a search for the director's position at the present time. Searches for an assistant athletic director and volleyball coach are also on hold pending re-evaluation of needs and budget issues.
Each One, Reach One
The Each One, Reach One program has been launched with a request of employees to make an intentional referral to the Office of Enrollment Management when they encounter people who express interest in enrolling. The Enrollment Management staff will personally contact each referral and follow-up with mailed information. It is estimated that if each employee referred one person, our FTE would increase by 50 students. The alumni and student body are also being asked to help by referring prospective students.
Federal Appropriations Update
President Thomas and Ray Sanders recently visited staff and members of the Idaho congressional delegation. They presented information on three projects that would provide immediate practical benefit to the region. Those projects include the Idaho Virtual Incubator Phase III, Skid Pad and Digital Imaging.
Both Thomas and Sanders noted that more time is needed for federal appropriations proposal development. Listed below is a proposed timeline that would afford us enough time to work with divisions heads, faculty, etc., with enough lead time for administration to develop the priorities.

30 August Deadline for proposals
18 October President decides priorities
November Visits to local and state offices
27 January Presentation to delegation in DC
Suggestions were made to also begin development of Title III and FIPSE institutional goals and priorities. Ideas need to be clearly thought out and coordinated with our comprehensive development plan.

President Thomas approved both notices of intent.
Strategic Planning Update
The Restructuring Task Force has submitted four models of the academic functions area to President Thomas for review. The Task Force is now moving on to the community college functions and the professional-technical functions.
The emphasis now is to work with the vice presidents on the budget to meet the state mandates. Issues are being addressed one at a time. The budget process impinges on the planning process even though the planning process is not a budget driven process.
A Business Division roundtable with faculty from the University of Idaho is scheduled on Friday.
Early Retirement Program
An Early Retirement Incentive Program will be offered to eligible faculty and staff who meet the criteria for participation. The enrollment period is from February 15 to April 5. It is a one-time opportunity and will not be a continuing feature of LCSC's benefit package. The plan will provide three annual payments that equate to 25% of the participant's FY2002 annual salary. Approximately fifteen people qualify for the program.
Faculty and Staff Awards Event
President Thomas and the vice presidents have recommended that there not be an award event this spring. The cost of the event runs in excess of $14,000 and with the current budget constraints, this appears to be
a budget cut that would not harm a program or an individual's employment status. After discussion, President Thomas requested the faculty and staff representatives to discuss this issue with their constituents, vote on the issue and report the results to President Thomas.
Listserv Announcements
Carmen Rahm opened discussion regarding what is and is not considered appropriate for a listserv announcement. President Thomas asked Carmen Rahm to collect information from other institutions and propose guidelines for the President's Council to review.
