President's Council Meeting Summary

College and Universities Presidents’ Council

Discussion focused on the report that January state revenues are down $17 million under projections. Governor Kempthorne's previous construction freeze was based on state revenues being $20 million under projection each month. The higher education construction money will likely be held until June or July.

The presidents also discussed the Idaho Promise Scholarship program. The legislature is trying to assess what impact the Promise Scholarship has had in its first year in order to determine whether or not to fund it for FY2003.

Denial of Internet Service

Carmen Rahm provided the following update regarding the recent denial of Internet service. The upgraded firewall to be installed by February 12.

Current Situation! We have not witnessed attacks since we implemented the blocks on approximately 12 addresses. Feedback from faculty and students using the Web has verified that the situation is stable.

Enrollment Report

The 2002 spring enrollment headcount showed a 4% increase over last year's figures for the same time. The full-time equivalency count (FTE) also reflects a 4% increase. Enrollment at Coeur d'Alene also increased by 4%. Spring 2002 headcount 2831 and full-time equivalency 2196.06.

History of Organizational Structure

Richard Moore presented a historical overview of the evolution of LCSC’s organizational structure derived from catalogues, personal experience and observation and a few records. His synopsis was assisted by a series of charts provided which gave snapshots of some of the organizational schemes which have been used over the past few decades.

Presidential Medallion

President Thomas wishes to initiate a Presidential Medallion to be awarded at commencement. The purpose of the award is to recognize an individual's advocacy for the institution and higher education.

Nominees for the award this year include Judy Meyer and Bill Hall.
