President's Council Meeting Summary

Idaho State Board of Education Report
President Thomas reported that the MGT Equity Study was a major focus at the State Board meeting. The Board received presidents report, and then appointed a committee to work out a more detailed plan.
Each institution submitted their own plans for differential fees to the Board for consideration. LC has no current plans to charge differential fees, but has no opposition if the other institutions wish to charge differential fees. The University of Idaho may take a more specific plan to the Board for further consideration.
The institutions have until April to report their FY2003 budget holdback detail. The timeline allows for holdback planning within the routine budget schedule. This timeline also will allow LC to focus on strategy planning while making decisions influenced by the budget holdback. There have been suggestions at the state level of another holdback for both the current fiscal year and FY2003.
Because of the budget holdback, student fee increase proposals will be given hard look. Our students want more involvement in the process, accountability to the process, and a hard look at student indebtedness. This is a topic that is expected to be discussed at a meeting with Governor Kempthorne and faculty chairs later this week.
Energy Conservation
Materials were distributed. President Thomas requested this topic be continued on
the agenda for the next President's Council meeting. Dean Froehlich will be consulted
about formation of a task force to review methods of conservation; Carmen Rahm will
provide information on energy savings regarding computers and other related equipment; and
the Council will review the Governors executive order.
