• Sole Source items (with prior approval from Purchasing)
• Statewide or Single Agency Contracts

• Federal Government

• Rehabilitation Agencies

• Correctional Industries

• GSA Federal Supply Contractors (with prior approval from Purchasing)

• Purchases less than the bid limit of $5,000.00

• Legal advertising, public service announcements and publication

• Mass produced movie or video films, audio recordings or written publications

• Emergency (with prior approval from Purchasing)

• Training Travel, Lodging, Seminars, and Meeting Rooms less than $75,000

• Educational discounts offered by vendors exclusively to educational institutions where the property is for the express purpose of educating students. This exemption is limited to $50,000.
