Pre-Award denotes the processes that facilitate a proposal’s creation and submission, and occurs prior to an award being received. This page lists Pre-Award services and processes available to researchers at Lewis-Clark State College (LC State).

Pre-Award Services

In an effort to support research activities at LC State the Office of Grants and Contracts (OGC) assists Principal Investigator’s (PI’s) and Program Director’s (PD’s) with several services, such as:

  • Locating Potential Funding Opportunities
  • Proposal Development
  • Budget Development
  • Proposal Review and Editing
  • Individualized PI/PD Training Sessions

Pre-Award Processes

At LC State the formal proposal process is initiated when an Intent to Apply Form is submitted to the OGC. As you begin working on a proposal please note that the Intent to Apply Form should be completed and submitted to the OGC at least twenty-one (21) days prior to the award submission deadline.

Upon receipt of your Intent to Apply Form the OGC will send a notification and a copy of your Intent to Apply Form to each Vice President at the College. Each Vice President will have the opportunity to ‘Approve’ or ‘Disapprove’ of your submitted Intent to Apply Form.

If your proposed project is ‘Approved’ by each of the Colleges Vice Presidents you will be e-mailed a Proposal Submission Authorization (PSA) Form. (Note: the PI should receive the PSA approximately five [5] business days after submitting the Intent to Apply Form.)

The PI or PD will be responsible for completing the PSA, obtaining digital ID approval signatures from their immediate supervisor, as well as any Co-Investigators and/or Cooperating Divisions and forwarding the completed PSA to the OGC. The OGC will provide support for the PI or PD by initially reviewing the submitted PSA before continuing the administrative reviews/approvals routing process on behalf of the PI.

A series of administrative reviews/approvals are necessary prior to a proposal being submitted to an external sponsor, (LC State Policy 1.111). The PSA Form asks PI or PD to provide information that allow for these administrative reviews/approvals to take place.

Approving Supervisors will vet/assess the proposed project and identify any concerns and/or pose any questions they may have regarding the proposal. The concerns and questions of every Approving Supervisor need to be sufficiently addressed before a formal Approval for Submission is granted to the PI or PD.

Proposed projects may require additional approvals from College officials depending on the project scope, budget, and anticipated outcomes.

A completed PSA submitted to the OGC at least ten (10) business days prior to the proposal submission deadline facilitates timely review.

Once your proposed project is ‘Approved’ by each of the Colleges Approving Supervisors you will be e-mailed a formal notification that your proposal has been approved for submission.
