Employee Concerns, Complaints & Reporting Options
Lewis-Clark State College (LC State) is committed to providing employees with clear and accessible ways to raise workplace concerns, ask for help, or file a complaint.
Employees are encouraged to raise concerns as early as possible so they can be addressed appropriately. Depending on the nature of the concern, employees may choose to work through an internal LC State process, contact Human Resource Services (HRS), make a confidential report, or contact an appropriate State of Idaho or federal agency.
Employees are not required to begin with their immediate supervisor if they are uncomfortable doing so or if the concern involves that individual.
Where Can I Go for Help?
Many workplace concerns can be resolved through open communication with a supervisor or department leadership.
Employees may raise concerns with:
- Their immediate supervisor
- The next level of management or administration
- Their department or division supervisor
- HRS
If an employee is uncomfortable discussing a concern with their supervisor, another reporting option may be used.
Employees may contact LC State Human Resource Services directly to discuss workplace concerns, ask questions about available options, or receive guidance regarding college policies and procedures.

Contacting HRS does not necessarily mean that a formal complaint has been filed. HRS can help employees understand available resources and determine what process may be appropriate for their concern.
Employee Problem-Solving and Grievance Procedures
LC State provides problem-solving and grievance procedures for employees who wish to formally address certain workplace matters.
Different procedures may apply depending on an employee's classification and the nature of the concern.
Employees may review the applicable college policies and procedures or contact Human Resource Services for assistance determining which process applies.

Discrimination, Harassment or Retaliation
Employees who believe they have experienced or witnessed discrimination, harassment, or retaliation may report the concern directly to LC State.
Reports may be made through the college's discrimination and harassment reporting process.
Employees may report concerns involving discrimination or harassment without first reporting the matter to their supervisor.

Confidential or Anonymous Reporting
Lighthouse Services
LC State provides access to Lighthouse Services, an independent third-party reporting service.
Employees may use Lighthouse to report concerns regarding suspected unethical, illegal, or irresponsible activity. Reports may be made confidentially or anonymously, where permitted.
Anonymous reports can assist the College in its efforts to comply with federal laws with respect to reporting crimes and in identifying patterns that could be concerning; however, anonymous reporting may limit the College's ability to investigate or take disciplinary action against the accused. The identity of the person making the report will not be disclosed by Lighthouse Services without express permission.
Lighthouse is available 24 hours a day, seven days a week.
State of Idaho Division of Human Resources
LC State employees may also contact the State of Idaho Division of Human Resources Employee Complaint Line.
The Employee Complaint Line provides State of Idaho employees with an avenue to report certain workplace concerns, including suspected fraud, waste, abuse, and employment-related claims.
Employees may contact the Division of Human Resources directly without first filing a complaint with LC State.

File a Complaint with the Idaho Division of Human Resources
Employees should review the Division of Human Resources' information regarding the types of matters that may be submitted through the Employee Complaint Line.
Employees are welcome to contact HRS if they are unsure which reporting option or process may apply.
However, employees are not required to contact HRS before using another available college, state, or federal reporting process.
In some situations, more than one reporting option may be available.
LC State prohibits retaliation against individuals who, in good faith:
- Raise workplace concern;
- Report suspected misconduct;
- File or participate in a complaint or grievance;
- Participate in an investigation; or
- Exercise rights provided by college policy or applicable law.
Concerns regarding possible retaliation should be reported promptly through any of the reporting options listed on this page.
